My neighbor's baby never stop crying.?

Hi, I live in an apartment with people living above us and my upstairs neighbor recently had a baby around 2 months ago. From day 1 this baby has cried all day everyday, and it isn't a whimpering cry it's full on screaming. I'm surprised the poor little might still has the energy. It really disturbs me as I have 3 children and expecting my 4th. I just want to knock on the door and comfort the baby. I don't know my neighbors at all they only moved in recently and people keep themselves to themselves around here. Should I just ignore it? I keep having horrible thoughts that its not being comforted or its being neglected.
